What is this scum in my sump?

I discovered this thick scum covering the left part of my sump (directly above the main pump). When I pulled it out, it came out in one big, thick, gooey piece. Not to be gross but it had the consistency of a big piece of phlegm you might cough up.

Could it just be that I need for water circulation on that side?

I think that is exactly what it is. Sitting water. I get that same exact film in my dehumidifier when I haven't emptied it in a while. Never got it in my sump though.

My guess would be organic's just not being able to mix in. Thing is they probably should not have made it there and while I e seem film covering the water surface in many tanks, I have never seen it come of as a solid piece

bacterial sheet.I'd remove it. Nothing needs it, and it's uptaking something.

I agree bacterial goo. I would get it in my sump when dosing to much Vodka.
