Looks kind of like a modified turbofloater with the tapered neck/collection cup combo.

Side pic, and a post in the DIY forum would probably net better results.

Thanks MrPike. Actually, I had two of these that I bought throughout the country. I remember there being a name to it but it is older than some of the new updated skimmers.
