what to stock in a 20gallon reef tank?

I have had a six line in the past ( it jumped) the flatworms (planeria) and asterina starfish seemed to disappear until the fish was gone. I am new to the hobby and would just like some low maintenance fish for now that are reefsafe.
Firefish are great. I had one in a 46 with a sixline for several years and never had any aggression problems from the sixline.
I later tried to add an Orchid Dottyback (Pseudochromis fridmani) with the sixline. That did not go well...The sixline immediately attached the Dottyback and would not let up. The Dottyback was demoted to the sump after being in the main tank for about 30 seconds wearing several battle scars.

I know people freak out over flatworms, but my experience is that they boom and bust and will eventually go away on their own. A sixline will really limit what else you can keep in that tank.
Some of my favorite smaller fish are firefish, possum wrasses, ocellaris clowns, swissguard basslets, watchman gobies. There are a lot of interesting fish that don't get very big. I've been considering a passive-fish tank with nothing but small peaceful fish. I was looking at a group of masked gobies, too.
