It is called PVC to ABS Green Transition glue. If you were dealing with high pressure it would be something to think about, but in our aquariums it is a very low pressure joint. If you had a pretty snug fit and used glue on both sides the joint should be sound. Note if you do use the Green transition glue let it dry for a few days before you get tank wet as it takes some time to cure.
There are companies that you can still find PVC Bulkheads and in my opinion they are stronger and made better than some of the Cheap ABS bulkheads I have come across. I used Balboa PVC Bulkheads when I did my closed loop on the 400, but just found another company that has PVC Bulkheads pretty cheap.
Supplyhouse.com is my goto place for most PVC fittings although I still use BRS to buy the Cepex True Union Valves and Spears gate valves. I use standard white schedule 40 fittings on all my aquarium jobs they are plenty strong for the low pressure of aquariums and actually flow a little better than schedule 80 grey PVC at 1/3rd of the cost. I did just buy Red pipe from BRS for my new build. I did this after we used Blue on Rob V's tank and it came out looking very sharp.
