Whats on my rocks?

I've had my 38 gallon tank for about a year now. The rocks have a lot of coralline algae on them (some completely covered). I notice some red (almost velvet-like) algae (?) growing on top of the coralline algae. What is this? Should I scrape it off? Can it hurt the coralline algae? Is it bad for the tank? I was thinking about putting some of the rock in the 39 to my 135 but don't want to introduce anything bad into the 135. Any input is appreciated. Thanks.

Sound like a cyano bloom or other red hair algae. How are your nitrate and phosphate levels? Also, have you re-bulbed the lights since you first set it up?
