I've been to breeders who keep their stock in 5 gallon tanks. Smallest I would recommend would be 10 gallons (personally). You have to understand that most adult clowns are relatively large fish. Only perculas and ocellaris stay small as adults.
The ocellaris in my 34g Solana just spawned for the second time. I think a 10g min seems about right since they always stay in an area around their rbta.
