Whats wrong with my tang?

My Powder Brown Tang has had discolored patches in his skin for a year now, they come and go. But this one I saw yesterday was the largest I've seen in a while.

Additionally his fins look horrible.... He very active and eats a lot.

What is strange is I dosed some garlic yesterday and his dot is have the size and almost gone... I think its highly unlikely the garlic could work that fast (if at all) but I figured I'd mention it.

The 2nd Pic is prob the best, but its hard to tell in all 3 how bad his fins are...

I have been feeding him strictly Rods food, should I also give him something else to help his diet?

What type of coral?

Would a LTA do it? he often hangs out near it ... trying to be one of the clowns.
 
Kinda looks to me like it has HLLE. I would start giving it more greens in it's diet. Rod's food is mostly meat based. Acanthurus tangs need lots of greens in their diet.
