Between the Blue Devil and the Yellow Tail ,which Damsel is less aggressive?
Any other suggestions for a blue fish sans attitude?

Well, take a look at the blue devil's name.
Yellowtail should be fine as the last added fish. They can be a bit nippy, but they aren't bad. For one thing, they run away from anything that threatens them back. Also, their 'aggression' is often confined to hitting something in the face with that yellow tail. If he's going in with the stock listed in your signature, I think he'll be fine.

I have a starki and it is really peaceful to a point. It was very timid to begin with but once settled constantly chased a wrasse until I had to remove said wrasse. It is fine with everything else I have added including small gobies and a mandarin but I would say they get more belligerent with age just like every damsel and you still need to be careful.

I haven't personally kept them but I hear Chrysiptera Arnazae are pretty peaceful/less aggressive as far as damsel go so might be worth some research.

Chrysiptera are least aggressive but I would not consider them non-aggressive.

Lol i would agree with this. After so many years and lots of fish i've never had a Chrysiptera that i've ever had an issue with. My yellowtail that ive had for 7 years is the most cryptic fish in my tank. Super mellow.

as long as you observe the rule of the ocean, most damsels are fine:
