A 7400/2 would probably be my choice.

i want two powerheads. do you still recommend the above or how about 2 7300/2? with controller.

The tank could work quite well with one- it will swirl like a toilet flushing so the flow has enough reandomness just from pulsing. I would just get the one 7400/2. These pumps are about the size of a Hagen 802- not very small so i wouldn't want two in such a small aquarium.
