As above really, which species is the likeliest top of the bill for naughtiness Pseudocheilinus hexataenia, Pseudocheilinus ocellatus or Pseudocheilinus tetrataenia?

I know the general care and problems associated with the genus but they are worth a bit of special attention imo and I'm curious as to whether they are more pugnacious with increasing size or if its more down to individuals.

id say they are more down to individuals. I only have experience with the six line in your list but i have owned many wrasses as they are my favorite. For the size of the six line he acts like he has little man syndrome and picks on things bigger then him.

My experience has been from most to least: hexataenia, ocellatus, tetrataenia, but they do have individual personalities and tendencies.
