White fuzzy substance

The overall health of the tank is good except this white fuzzy crap. I'm running a 75 gal tank with 20 gallon sump. Uv light and protein skimmer are nearly 24/7. Livestock includes 2 clowns, 1 firefish, 1 coral beauty, some nassarius and 1 hermit crab.
Skimmate is normal.

Phosphate 0
Nitrate. 2-3
Nitrite 0

I tried to brush this off with a toothbrush
It comes off, but with a lot of scrubbing. It covers all the liverock and empty shells.

The only changes made was some dead rock. Dead rock was live but was left in fresh water, dried completely, bleached, dried again, soaked in dechorinator and dried again. And tested for ammonia.

Any ideas?
