Will an aggressive fish likely always be aggressive?

I had to split apart my two female flame wrasses due to one picking on the other. The aggressive one is now temporarily in a 10g while the other one (in my 450g) gets better.

Think this period of separation (weeks/months, whatever it takes) will get the aggressive one to calm down and worth reintroducing her to the DT? Or should I count it out and just sell her?
 
It sounds like you have 2 female flame wrasses that are both transitioning to males. Male fairy wrasses are generally more aggressive with males of their own species, so there will always be a degree of aggression and chasing. If they both were to end up in the 450g it is likely they both will survive and be just fine in that size tank, but the is still a chance it wouldnt get better. Having other species of fairy and flasher wrasses can in many instances diffuse the aggression.
