Will these heaters be enough?

Two 250 watt Jager heaters for a 200DD w/ 40B sump? I'd like to keep the length of the heaters under 17.5". Thanks!

500 Watts is enough on my 250, a lot will depend on ambient temperature in the room.
Cold Basement?, probably not.

The tank will be in my living area, and not around any heating/cooling elements.

I always figured about 2 watts/gallon to keep a big tank 10 degrees F above ambient. Bigger tanks easier than smaller ones (lower surface area to volume ratio).

Will your return pump be internal or external. I get a great heater boost from my internal.
