Paracheilinus alfiani was first discovered in 2014 so I wouldn't get your hopes up.

I had a naoke wrasse. He died during tank upgrade in a holding tank. But pretty fish, a little on the assertive side. I don't think it would be nice to a hooded fairy wrasse.

They come from a location that is protected as a conversation area and very far from any ports of export as well.
If they find them elsewhere then it's possible to see them appear. I wouldn't hold your breath for now.
