would this get rid of my surface film?

Yeah, it will help a lot if your water flow is moving the surface film to it.
 
That might not do it unless the flow gets the gook to move into it. Before I adjusted my powerheads to break up the surface, even having the 2 built in overflows didnt take the scum off the top. The scum built up around the teeth of the overflow and the scum didn' fall into the overflow. You might need to try to clean up the existing scum and then go from there. It should be easier to maintain a clean surface than to wait to let it fix itself.

I have one of the surface skimmer/bubble trap ones for the CPR bakpak. I had it posted for sale a couple months ago, $5. It won't work if you use a maxijet though, only the original Rio. That's why I don't use it anymore.
 
Surface film it caused from lack of breaking the surface. You need to break the water's furface to keep the film from forming. Simply directing a pump or 2 upwards to chop up the surface and it will prevent the film from settling. forcing the film to move around unitl it fines the overflow. I have a great deal of surface film in my sump but I can easly net it out, better in the sump than the main display.
