Some people don't realize the true market depreciation of their equipment. I don't doubt for one minute that whomever the seller is does have that much invested in that tank. I know I have paid a hefty penny for some LR from one of local retailers once upon a time. 10$ a lb as a matter of fact for one 8 lb rock.

With 5k invested, he should have a HUGE deltec skimmer and an Aquacontroller pro with all of the probes... and a GEO Calc reactor. Then, maybe I'd believe that.
