X10 and EVC ballast problem

Having a strange problem with a X10 module and my EVC ballast. When it is prompted to turn off I hear it click, the ballast is switched off, but then I hear the module instantly click back on. Within a few minutes when the bulb/ballast has cooled the light is back on. The light stays lit for a few minutes then repeats the cycle of Off/On. I don't have this problem with any of my IceCap MH ballasts or IC 660.

My program for this light reads:

If Time > 12:00 Then PRP ON
If Time > 22:55 Then PRP OFF
Max Change 010 M Then PRP OFF

Could this be similar to what occurs with flourescent ballasts, corrected by clipping the jumper inside the module?

I'll give this a try. Is there any reason why I shouldn't perform this modification on all my modules? Also, would there be a case in which I would want this feature to remain enabled for other devices (i.e. fans, ozone, pumps) ? Since all my my ballasts are electronic (5 in total) I would like to avoid any eratic behavior before it occurs.

Thanks for the advice and prompt reply. I love this controller (ACII) and it has taken my tank to a new level of stability.

You can perform the modification in the modules as the AquaController doesn't use or even want the 'local control' feature. Most electronic ballasts don't cause local control problems, but if you have another EVC ballast then I'd recommend disabling local control in it too.
