Yellow Tang Issue

My yellow tang has been healthy for like a week since i got him to replace our old that died of old age. Since we got him, his eyes now have a glazed appearance and his body is pale. Is this marine ich and how should I go about treating it.

He will only eat the algae off the rocks. He refuses the sheets of algae.
