It's easier to frag them when they are on the sand bed but it is really a personal preference sort of thing.

as long as your system is stable and parameters are good zoos will grow on a turd. 
That's the great thing about them they look great and spread fast. Plus if you frag a couple together then you can get a great mixed colony.
I usually put new Zoa frags on the sand bed or frag rack in my tank just to observe them and make sure they are growing strong. Then i secure them to a rock in the rank and watch them take it over.
If you really have the patience you can place them in different spots to see how they react to the different depths of light. Then make your decision that way.
