I am guilty of letting my tank go for a while, and finally I am back in a space to get it right again. My first question, is what eats brittle starfish? My tank has a million of them, and secondly, all of my sand seems to be some type of worm tubes, what do I do with them, and how do I clean my sand...

Fan worms are too much nutrients in water. Get your water right and the numbers should reduce. Also I had a radiant wrasse and he decimated my mini brittle starfish.
 
Reducing nutrients will also reduce the brittle star population.
Heck, people look for these all the time, catch a bunch and give 'em away.
 
A double dose of flatworm exit seems to have a paralyzing affect on brittle stars. They come out of the rock and collect in the corners, sort of like dust bunnies. Once placed in clean water they seem to make a full recovery.
