I would go with bigger pump and the 8 way I have a 240 cube and a 8 way myself started with dart but did not get enough flow went with hammerhead and I am now very happy
I just set up a 240 with two 6100`s and am using a dart for a return.The dart is running full out with two 2 1/2 in. drains. Pleanty of flow in my opinion.....

If you are not opposed to both, get the Dart or larger pump and OM first. Installing one into your system after it is established is going to be a pain. Add the Tunzes later. They are plug and play.
i went w/tunze's over CL because i didnt want to deal w/the plumbing and possible leaks. Because my tank is glass i wanted the least amount of holes possible. if your tank is acrylic that doesnt matter.
cost wise i'd say the tunzes are actually going to run less than the closed loop. Plumbing is underestimated in the costs.
Also if the amount of electricity used is a factor the tunzes would be better. i also picked the tunzes because i wanted the least amount of heat so i wouldnt have to run a chiller.
the only benefit of a closed loop would be the looks so if that's number one than you should go w/a CL but if not than tunzes are the way to go. Gluck either way.
If it's a choice between one or the other I'd get the Dart first and the streams later.
If it's not too much difference in price, I'd do a Secuence Reeflo Barracuda instead of the Dart and forget buying the streams later.
I currently run two barracudas on my 210. I have NO detritus buildup... but I also run it bare bottom.
