i picked up a 55g saltwater tank w/aprox 30-40lbs live rock. the tank lacked maintenance and was covered with hair algae.the live rock was put in a rubbermaid container w/pump and heater but no light. is this enough to kill hair algae and how long will it take to clear up

Don't even worry about the algae. It's good, in my book. It took 3 days to cook my very good live rock---I was very upset about it, [happened during move and setup delay] and I would take any amount of algae to have my worms and dusters and snails back. You could install it now, or continue to 'cook' it that way for a week. Ultimately it won't remove phosphate, which is why you have algae blooms: that will be done by phosban and refugium, when you get your tank set up.

For a new setup it wouldn't matter because if you maintain the tank the algea will go away. Half of the live rock I got was covered with tons of bubble algea I didn't noticed. They lasted only 2 weeks in my tank I didn't even bother removing them manually.
