my friend has a 3 year pair of clowns, not once have they tried to lay eggs. hes never had an anemone or coral they could host. is this normal?

I think that will depend on what kind of clowns your friend has, whether they have been in a stable system and the food type, volume and frequency of feedings. Light cycle and tank temp can also be factors.
I have several pairs that have been with me for three or more years without spawning, but they have all been moved around frequently and are either difficult species to reproduce in captivity or else nothing is known about their particular requirements.

and moving the rocks around can also be a factor. Does your friend's pair at least show signs of picking at potential egg site? If so, I would not change anything and have patience :)
