40g FOWLR stocking

We have a 40 gallon FOWLR tank at work. I'd like to get more fish but I can't decide on what to get.
Currently we have 2 blue green chromis and a PJ cardinal.
We can't even consider any sand shifter gobies as we only have coral rubble and no sand.
The salinity is kept around 1.020 and waterchanges are done weekly.
I'd rather not get any difficult fish, because they don't get fed on Saturdays. (hopefully that's ok)
We don't have a skimmer either so I wouldn't want to overload the bioload.

Any ideas?

I think you should raise the salinity - that's awfully low. Should be around 1.025. Not feeding 1 day a week for those species isn't a problem.

You could add a number of fish such as:
Firefish
Royal Gramma
Percula
Fridimani
Clown gobies
Midas blennie
 
How about a pair of ocellaris clowns? They're eye-catching, hardy and stay fairly small. You could also think about inverts, they don't add as much to the bioload. An emerald crab, cleaner shrimp, an electric blue hermit, even a big zebra turbo snail would add visual interest to the tank but you'd definitely want to up the salinity to NSW levels (~35ppt or 1.025-1.026) first.
 
I agree with increasing the salinity a bit, slowly.. prob bet 1.023 to 1.025..

Clownfishes are always hardy and can fend for themselves against the chromis..
