6000s on a wave box controller

I have a DIY Wave box I was testing using a 6000 pump. With the wave box controller, when I start it using the 7210.202A powers supply, it pulses 5 or 6 times before it works, If I switch it to the Wave Box power supply, it takes right off. What would cause this?

The wavebox used a 7410.602, this is a 19V power supply that doubles the flow of the pump over the 11V of 7210.202. Essentially with the smaller power supply the pump is about half as strong.
