9010 variable sump level

I know with the sump kit this should work with a variable sump level. Currently my sump is at 9 3/4" and there with the airscrew wide open even off, I cannot get the bubbles over 1/4 way up the collection cup chamber. Is there a "breakin" time before it will work correctly or does this have something to do with my sump level.

PS I double checked to make sure it was put together per the manufacturers directions. So everything is assembled correctly and the bottom inlet slider is wide open.

How long has it been running and how established is the tank? Does water exit the outlet pipe? It takes a while to build a foam column and I would just open it 3 turns and wait a day. What seems to most commonly cause this problem though (unless the tank and skimmer are brand new) Is the pump is not installed properly, if the outlet is not inserted in the clear jet pipe the result is very poor, that outlet nozzle has to be inside the jet pipe.
 
It has actually improved since yesturday and started getting some real nice foam, but the air screw is almost fully open, and Im gettng very dry skim like that. Shouldnt I be getting very wet skim with the air screw very open and dry with it closed?
 
Yes, I would double check that the airline isn't pinched or obstructed and that the pump is installed correctly and the venturi nipple is fully inserted into the pump.
