advice or suggestions...algae issues

Sounds like old tank syndrome, happened to me in one tank that was 5 yo. Carbon dosing is good. I also used kalkwasser. Made my skimmer much more effective, raised ph to around 8.5 which I've heard helps keep algae in check.
 
I know BB isn't for everyone.
When messing with the sand be careful. Go slow and bigger water changes. While cleaning the sand, all that crap will get into the water colum and can kill everything in your tank. That's why the bigger water changes. You've been in it for awhile now and probably already know what I'm talking about.
Doesn't look like you have a deep sand bed so it shouldn't be too bad.
 
My suggestion would also be to start siphoning your sand bed, just enough to free all the debris from the sand.... After doing so, you should see immediate results in regards to water clarity and healthier sand. Good luck and please do it section by section with you water changes.

Monday after doing a 4 day black out, I did a 50 gallon water change and sucked out some substrate along with the bubble algae that was along the glass between the substrate and glass. The tank looks a lot better, all the algae's have subsided a ton!!
I also dosed two doses of Microbe Lift special blend.
One thing I did notice was that the substrate was pretty compacted almost stuck together, looks like I need to get some CUC to keep the sand aerated and loose.
I have put my 2 x 24 watt T5's back on line for about 8-9 hours along with lunar lighting, I might look at either changing out the almost 4 year old LED's for more T5's or just really cutting back the photo period on them. Looks like we are heading in the right direction so far.
Thanks for the suggestions and help, please keep them coming if you see anything I might be missing or might help with things moving forward.
 
A conch or two will help the sand bed.
Don't go to fast with dosing and siphoning.

I just took out about a couple of lbs. of sand at max not much at all.
I used the ML special blend before and I waited the prescribed time between dosing's. I usually do a 50 gallon water change every other week.
The tank used to be a mixed reef tank, but I kind of let it go for a while.
So now I have a cream angel, a flame angel and a tang that was being mean in my 180 SPS tank in there. I might go more the FOWLR route... not completely sure on that yet, hard to leave the mixed reef...
The LED's I have on that tank are a Chinese 180 watt fixture mix of blue and white bulbs, worked great for a long time, probably still OK but also leaning towards T5's. the Kessil's are on my SPS tank and I love them!

The other tank, got ya.
The china fixtures are ok. There are so much nicer stuff out now. But if your going FOWLR then it really doesn't matter. I like t5's and love RB leds so I have both. Some day I'll have a reef tank and a fish tank with fish I can't have in a reef.
Sounds like you are on top of it.
