Yes, that is correct. What you have now is not pulling out the excess nutrients fast enough. It is a delicate balance to pull them out fast enough to keep algae out of the display tank, but to also feed your corals.

Obviously it is not enough.
You can cut back on feeding.
You can cut back on your lighting.
Based on your nutrients levels, to me, your phosphate level is perfect but I was thinking nitrate is high so would you not increase bacteria population to process this better to say 2-5ppm (maybe carbon dose).
If your asking. Maybe. But I wanted to avoid that. I was dosing vinegar on my tank prior to this. I went with the algae scrubber and refugium to try and handle nutrient export the natural way.

I commend you for wanting to do this in the most natural way.
You want your fuge and scrubber algae to get a leg up on the uglies in your display. To do that, do a large, thorough manual removal of all the cyano, followed by a 3 day blackout on your display. Wrap the tank so no light gets in. Don't feed the tank either. At the end of the blackout, remove any remaining cyano. This can be repeated if needed.
It is also important to get your desirable algae flourishing, so it can outcompete the yucky stuff. It helps to have some diversity of macros, to deal with varying nutrients. Also, get a selection of reproducing snails and lots of pods, and ditch the hermits, as they are snail killers and lousy algae eaters.
