Anemone dying?

Wondering what's going on with my bubble tip anemone. I have had the tank up and running for about 5 years. I bought the anemone about a month ago. It was doing great, ocellaris loved it. About 3 days ago, started looking swollen and flat and "floppy". Also looks green on inside of top. Fish can no longer swim in it, they swim under it and it just flops around. The foot is still attached to the rock, though. is it a lack of light that is the issue? He has been in this same location since the second day he was in the tank. Seemed to love it there. Please be kind. I started this tank for my son when he was in the hospital. It's more for him than me.

72 gal
approx 25lb live rock
2" sand bed
pH 8.3
Salinity 1.024
48" marineland LED
2 ocellaris
1 banggai cardinalfish
1 royal gramma
1 firefish
1 yellow tang
1 goby (forgot which kind)
2 eel looking things (forgot name) they hide, I rarely see them except when it's feeding time.

It's bleached, not so much lack of light but lack of ability to process light into useable energy.
I would squirt mysis towards it a couple times a week.

the gbta doesnt look good. if conditions arent improved soon, it will slowly wither away. agreed with lack of decent lighting. i suspect water quality also played a role.
