Most will say that they are not for someone brand new to saltwater. The 6-12 months is more along the lines of letting the tank mature/stabalize and giving the owner a chance to get the swing of things. By the one year mark most can look at the tank and know if something is off instead of just thinking its part of the process and letting it ride.
There are those that will say "I put a anemone in my tank right after the cycle and it has been fine ever since", and that may have been but there are more successful stories of keeping them after they were introduced in that time frame than not.
