What would make a ballast not completely fire a bulb? Its a dual 400 electronic ballast. It will fire one bulb just fine, but the other just fires up about halfway and kind of flickers. Ive tried three different bulbs in it thinking it may have been the bulbs, but its done the same thing will all of them.
