The syntax in post 119 is correct but you've left off the streaming portion of the URL
After the port number 1023 add /img/video.mjpeg

keep in mind if you're using a non-standard port like 1023, you have to adjust your camera's network settings to use that same port - just like you would with the Apex. The syntax in post #119 should get you your camera's application where you can authenticate and alter camera params. If so, then your router and camera are configured correctly and all you need is the video streaming portion that I listed. If you don't get your camera app using the syntax in #119, then you still have a network/camera configuration issue.
