Has there ever been a report on anyone on successfully breeding the adults and raising the fry. Also, what is the requirments for the parents and babies. One more thing how big does the parents have to be?

No there hasent ever been a report because Black and White Perculas do not exist. You might be thinking about Black Ocellaris clowns or Black Polymnus clowns. Do you have a picture?

Considering that all the black ocellaris currently available in the U.S. are captive bred, I would say that there are quite a few people successfully breeding the adults and raising the babies.
In my experience ocellaris females need to be about 3" before they start breeding. The size of the male is less important.

As far as requirements, you should get the Joyce Wilkerson book "Clownfishes". It is available on Amazon. It will give you all the basics from IDing clowns to raising babies.
