Could i keep either a BTA or LTA in a 75g with 108watts T5 lighting?

I would say no. Maybe a BTA at the very top of the reef but that would be stretching it.

I would also say no. that would be really pushing it unles the lighting is in one area and the BTA would stay there

what about 4 54w t5 vho bulbs.
My tank is 24 in deep.

You could easily keep a BTA with that lighting, but probably not a lta. I have 1 condy, 3 RBTA's, 1 GBTA, 1 sebae, 1 unidentified but a hosting anem, and 5 tulip type anemones all under 90w t5 with individual reflectors (Rio 180 with supplied I bar) they have been like this for about three years and have grown alot, the rbta has split twice, the GBTA has almost tripled in size, as has the condy and the sebea was white when i bought it, but now its a healthy brown with purple tips
