Can a 165gal be considered fallow with 1 Damsel?

I have one Blue Devil Damsel and I can't catch her. Its a her alright! No yellow on the bottom. She has been in there avoiding every trap that I've put in. I've caught everything else very easily.

I am treating for ich. I have 2 cleaner shrimp and 3 Mexican Turbos. The Damsel has been the only fish in the tank for over 3 weeks now. Removing all of the rock is not an option.

I about to consider removing all inverts and dosing with Cupramine!

This. And copper will not work in a display tank with sand and live rock because it is nearly impossible to maintain a therapeutic level.

Traps and barbless micro hooks always worked for me.
If food doesn't get them into the trap, try a mirror.
