It doesn't get cheaper than a clip on light from a hardware store. Then you just need to get a daylight spectrum light bulb of some sort to run in it. I've used LED and CFL bulbs with success.
I got the eshopps curve and I've been really happy with it. At $80, it wasnt cheap to buy, but I have very limited space so it was cheap on real estate for me.
Total spent $10-20. get a HDepot or harbor freight clamp on fixture , couple of heavy duty long zipties and a bulb from Hdepot, it's 985 lumen . IT's a ecosmart ECS BR40 75we CW 5k spectrum. This bulb is beast for my chaeto. Bulb was clearanced priced at 5 bucks as well.
