Clownfish pair vibrating madly at each other

I have a pair of snowflake clowns that have been in my tank for the past month. Theyre both about 1.5 inches long, and while I have my suspicions on who is to become the female, Im not entirely sure that either of them has actually transitioned. They are almost identical in size, and I never see any chasing/submission dances.

What I have witness tonight though is something I cant quite explain. Basically both clownfish would swim together and both would begin to shake violently towards each other. No one was being chased or bullied, they were just swimming and then both would begin to vibrate. They would also swim up to the rock that they hang out around and kind of rub and mouth the rock while both also vibrated.

What are they doing? I have zero experience with clownfish breeding, but honestly if they were older and an obvious male/female pair I would have thought they were about to spawn. They seemed to be clearing the rock and gyrating with one another. However I think theyre too young to be breeding, so im left puzzled...
 
Basically how it was explained to me was that the clownfish are "making out" ......it's a way of one submitting to the other while they decide who will become the dominate female
