Coral Vue Bulb Trouble

Hey guys, I bought a Coral Vue 400W 10K bulb on an order my friend made a while ago. I just got another Vue ballast to fire up the bulb, it worked the first day. But the second day it didnt fire up? I can see it arcing and wanting to light but it wont. I switched it out to eliminate the ballast and the other bulb fired no problem. I think I have a bad bulb, what is the return policy on that even though it was purchased on a friends order and not mine?
