Keep in mind that every tank has green hair algae. It is just a matter of whether it becomes a problem or not. Do the things you say, but also consider a clean up crew. Most effective way, IMO, to keep a tank looking good.

I have had very good luck with clean up crews from Reefcleaners. An assortment of snails and crabs works well without too much added bio load. Tangs can be good too, but I have found them to be less effective overall.
Snails are your best bet when it comes to algae control...
Turbos are good all around cleaners plus their large size means you will need relatively few of them...
Cerith, Astraea, and Nassarius would also be good options.....
yes, definitely hair algae. Cyano grows in somewhat of a deep red mat. The difference is very noticeable. Keep at it though, the tank is looking better.
