2 weeks ago I purchaced the contents of a 90 gal tank and was in the process of unloading livestock and forgot the live sand. Today I looked in my sump and realized I did not add sand , looked for it and it is in my unheated garage and is partialy frozen. Once it thaws out will this sand still be alive? A freind needs it to seed his tank and I dont want to give him a mess

The sand is dead, I will not put it in the tank. you can wait for a nice sunny day cleaned up and sun dry it , but it will not be live sand any more. every time you need live sand it is recommended to get new one or if you get it from a fellow reefer put it in the tank the same day.

When it thaws out, put the end of your garden hose in it and let it run for the day. This will rinse out all of the dead crap. Then you can drain off all the water, rinse with some RO/DI and it will be good as new. I have done this many times over the years.
