Hello everyone,
Am I dealing with cyano or dino?
And what are the best treatment paths?
Phosphate is .03
Nitrate is 3
Been doing weekly water changes of about 40%

Cyanobacteria. Increased water movement, decreased feeding, manual removal, 3-4 day blackout, and chemiclean are all good options.

Welcome to RC!

In my opinion, you have cyanobacteria, remove them manually and increase the circulation of water in the affected areas, turn off the lights for a few days, this should not affect your corals, and should disappear
