DIY 0v-10v outlet timer controlled by PC?

I want a DIY timer and 10v controller for my Lights and LEDS. I have found the usb powerstrips for a about 60$. But I want one that i can control the 10v outlet for LED dimmer also. I have about 6 lil timers for everything and they are annoying. I have an RKL. But that controlls my wavemakers and heating an cooling. I dont want to spend another 100$ on a powerstrip for it and another 100$ for a ALC light controller. Theres got to be a easy to do DIY circut that runs off a serial port or something....
