Dropsy - Pork Puffer

So did some research and I believe that my pork puffer has Dropsy. It seems that he has a lack of equillibrium in his swimming pattern, and he is hanging down at the bottom of the tank. I just saw this tonight!

I believe that I should treat this with Maracyn-Two.

Did I diagnose the symptom right & does this medication work?
If not what should I do?

I recently purchased this puffer 2 months ago. He is small (3inches) and I believe a year old (due to his size)

Could I use that Maracyn-Two in my tank? Will it hurt my other two fish? Or should I Place the pork in a 5gal bucket with a heater and air stone, and do the treatment like that?
