Dumb 6055 question

On the power supply it has different voltage settings, its currently set at 20v, are you supposed to adjust this depending on how much flow you want, or where you live, if so how can i find out?

It is just to adjust the speed range.

So if i set it to 24v it would be full blast? I plugged it in at 20v and it moved fast, than when i unplugged and put it on 24v the impeller looked like it was moving slower than it was at 20v to me.

24V is full power.

Get a controller (if you haven't already) for it and you'll really be happy with it.
