Electrician in the area?

Seems i have ran into a snag with my lighting and need someone good with electronics with a reefkeepers understsnding. My 6 bulb ati sunpower will only fire up 4 bulbs instead if all six. The thing is the 2 that wont fire up are onon separate ballasts which leads me to think maybe something with the end caps are wrong. Heres a pic.

if anyone knows someone in thethe madison heights/lynchburg area that could help me ,it would be greatly appreciated. Thanks in advance.

Welp false alarm everyone. Turns out one of the new bulbs that was sent to me was a bad bulb and doesn't work.

I was going to say you had a bad bulb or one not in right.

Lol, yea i kinda jumped the gun on this one. I finally started switching bulbs and wallah all lights work.
