Emergency situation: MH Help!

I'm sure you've all been in a situation where all seems to be going wrong. Well, that's my situation. After several floods I decided to relocate to the basement where there are drains. I'm trying to get things all set up before I leave for a week vacation.

I plug in my 250 watt MH (DE bulb with icecap ballast) and nothing happens. I unplug it and plug it back in and it fires right up. Any suggestions? If I can't fix this by tomorrow morning then I may have to find a new light ASAP.
 
How much time elapsed between the time it was last on and the time you plugged it in with nothing happening? How much time elapsed between the time you plugged it in with nothing happening and the time you plugged it in and it fired back up? If you shut off a light that is running, it takes some time for the bulb/ballast to cool off before you can restart (maybe 10 minutes?). Perhaps that is what was going on here.
