Fish Can't Swim but Won't Die

Hey guys for the past 4-5 days one of my older fish hasnt been able to swim. He can accelerate but he cant steer where he is going and as soon as he stops moving he goes belly up. Although this fish is not one my saltwater fish (he is a freshwater Turquoise Rainbowfish) i was wondering if anyone had any clue as of why he cannot swim. I've put him in my QT tank and treated it with Clout (that's all i have on me atm) and on day 2 of the treatment there seems to be no improvement. Any input is appreciated.

No his eyes dont look cloudy. I figured it was a swim bladder thing but i dont know how to fix it. I've read that feeding them corn or a pea will help with that, but he wont eat anything. If it is clamped fins disease how do I fix that?

Dont give him food for 2 days if it is a swim bladder problem it can help him because sometimes when thy eat too much it puts pressure on their swim bladders if it doesnt solves the problem and fish continues to live for along time like that it means it is late for the bladder.
