Fragging Green Nepthia

This Nepthia has gotten too big. I think I can get the rock it's on out of the tank to frag it. My question is, can I just shave the whole thing off the rock and then cut the top half off and discard the thick stalk on the bottom? If so, then I will rubber band it between some rubble and wait for it to take hold.

In my experience, you can pretty much cut those things however you want and they will reattach and grow just fine. Not sure what kind of toxins they release when cut, so doing it outside of the tank and rinsing them a bit might be a good idea.

You have many choices...

I'd split it in half and then quarter it with some of the lower branches left on the stalk, just so it takes off a bit quicker.
 
I'd only shave it off the rock if you want to get rid of the coral entirely, otherwise just use scissors to cut off "frag branches"
 
in addition to what has been said, the best way I've found to attach branching softie frags is to stab them with plastic toothpicks and rubberband the toothpicks to a rock.
 
Snipping off branches works fine .I have had the best luck with piercing for attachment. Rubberbands cut through it . Putting it between two rocks can cause the covered area to turn necrotic. Take a toothpick ;glue it to a rock ;stick it through the frag stem and let it be for a few weeks with some flow to stimulate attachment.
