I spoke with Hanna and the issues is with a change they made to their lids. Once the seal is broken the reagent starts to react with the lid and then goes bad over time. They could not tell me how long before the accuracy degrades but could only say that the first test would be accurate and thought it would remain accurate for a few days. As time goes by, you will get lower readings than what your tank is at.

Seems like some people report large disparities between the checker and other tests and others see little difference. If the foil is what causes the problem then perhaps by removing all of it those reagents stay good longer?
SG, Yes it's the plastic on the foil seal that's interacting with the reagent.
If you remove it all, store the bottle upright, it will be better.
The new "Passed" reagent has the foil seal, but is not plastic lined.

So I ordered a new reagent and recieved it today. This one is bad too. They need to pull these from the shelves. If they know they are bad they need to be more proactive. Super frustrating.
