Currently there are no limits to any fish divers catch. That is specific to Kona side of the Big island of Hawai'i. There will be limits according to the bill on many fish. This was proposed instead of an all out ban, so most are happy with the inevitable outcome.
As far as achilles go, there are many discrepancies as to why there is a lack of achilles. The anti-aquarium folks say the divers are taking them all, but most (who are around the industry) believe it is due to the over fishing from spear fishermen as they specifically target the big ones for food. They get 3$ a lb in China town markets... if only they knew they were worth much more alive ! The no spear fishing with scuba is a good part of the bill as many of the fish speared are a little deeper to begin with, and hopefully will protect the future stock of these fish.
As far as prices go, we will have to wait and see. The drop for most fish was very good this year!
